Improve VCS detection in upload.py #428

What steps will reproduce the problem?
1. Make HG clone
2. cd; mkdir; cd
3. Make Subversion checkout
4. run upload.py

What is the expected output? What do you see instead?
Expected upload.py to detect SVN working copy. Instead it picks up HG.
