Linking to the last msg (e.g. #msg999) accidentally collapses it

What steps will reproduce the problem?
1. Link to the last comment on an issue (e.g. 
https://codereview.chromium.org/683813004/#msg14)

What is the expected output? What do you see instead?
I expect that the last comment is highlighted and open (like if you linked to a 
comment in the middle).  Instead it's highlighted and closed.  I have a patch 
to fix.

What browser are you using?  What version? On what operating system?
Google Chrome 38.0.2125.111 (Official Build 290379), GNU/Linux, Ubuntu, Xmonad

At what URL are you accessing Rietveld?  (e.g. codereview.appspot.com)

Please note if you are using the Google Apps Labs version (e.g.
