Add Empire Flags #11

An idea that should be easy to implement, but there are a few things to figure out.

How and where to store the images.
Avatars in the arena will have arena flag.
How and when to detect empire membership changes.

Empire flags shouldn't be too hard, but there is no mention of the empire's name on the page. Might have to go through the whole empire list to get empire names.

Impossible to do now that playerson has changed to no longer have empire flag/ID.

Only option would be to check each individual avatar's page, and this I would like to avoid doing.
