Add Empire to Group #15

Once #14 is implemented, it would be nice to allow adding of empires.

Individual avatar settings will take precedence over empire settings.

Need to add more controls so empires can be added to watchgroups. Need to make empire names get fetched.

Impossible to do now that playerson has changed to no longer have empire flag/ID.

Only option would be to check each individual avatar's page, and this I would like to avoid doing.
