Toggle on via boolean bEnableModifiedFlagDrop Control speed it can reach with FlagDropMaximumSpeed in direction of player when flag was dropped.

Please fix the compilation issues and add a tiny bit of documentation for the new options to README.md

I will fix the CI issues tomorrow.
