This set of changes:

makes raspi3.yaml work with current vmdb2 from its own master branch
adds support for rootfs caching, which speeds up rebuilding when changing raspi3.yaml outside the qemu-debootstrap and apt steps
simplifies tag names for partitions and mount points

I've verified that these changes allow vmdb2 (f47e49ebfd6bcda2e20e3251ef9bdf96016f8164) to build an image.
