Removed the nrf5alarminit/deinit from lib/openthread #11

As the alarm.c is defined in the openthread application, removed the init and deinit from core and added in the openthread app

@ncasaril , Please review and merge this pull request too. The alam init was being done from the library even though the alarm.c was not yet merged to lib/openthread. So removed the same from lib/openthread
