Added holo viewer predicate #222

I work with the API, and needed this. Maybe will be useful in the base plugin as well, so feel free to merge, or request changes :)

As with any PR: What is the main use-case here? What would this actually bring to the average user?

To a plugin user, none. To someone who uses the plugin as API, it might be used. I personally will use it to have separate hologram line for cooldown, which will only show if player uuid is in some sort of Cooldown Map
