More choices regarding damage & healing displays.

Problem

I'm unable to make my players choose whether they want to see damage and healing displays or not. It would be useful for a settings command and for those who want to disable it when big fights are happening.

Feature

I would like to see an ability to disable the healing & damage displays for certain players with a command or in the api. I want to add that I also suggest adding per-world-choices or at least the ability to enable-disable features for certain worlds and not others. EDIT: The ability to disable-enable the features for certain players would also be a solution for perworld stuff as I could easily disable what isnt needed for players on level change events

Also, adding an option to choose whether only the attacker sees the damage indicator could also help during fights.
