@Rushing, this could be a good idea, but I don't think it should be a "House". Maybe a different item, like a wall, but that is indestructible.
But how would we make sure this isn't confusing? So people don't sit there shooting at it expecting it to blow up...
Perhaps, a "rock" or "boulder" factory. The map is already full of rocks, and people get the idea that you can't drive through them or blow them up. Maybe each city should be able to place a few rocks, wherever they want?
This could make it possible to create even more unique designs for each city if you can make a FEW SMALL modifications to the landscape.
I like the wall/rock/boulder idea. May seem unfair to have the object indestructible; however, its hit points could be based upon the factories level. I have little experience with the true gameplay; therefore, let me know if I am modifying the gameplay too far beyond its original nature.
So, even if the item is indestructible, when a factory is destroyed, all items coming from that factory vanish instantly.
So if each city had maybe 3 of these indestructible boulders placed in strategic locations, you would need to destroy the boulder factory to eliminate them. Or, you could just ignore and go around them if they aren't in your way.
... or
to stick with the "decoy" aspect. The item could be destructible, just like a wall. But, the "image" could look EXACTLY like a rock. So, a player might not think to destroy it, because, hey, rocks are indestructible right... but actually, these 3 rocks would be destructible and only experienced players who know the terrain well enough to know to shoot them.
What about a different type of wall? So it's less confusing, make it look exactly like the current WHITE wall item, but make this one BLACK.
The only difference is that this type of wall would be stronger. It would be impossible to shoot. The only way to destroy it would be with a bomb.
This might be less confusing than a boulder. It's obvious it's a wall, but a little different.
A cool feature I think, that could be fairly easially implemented would be a decoy house. Perhaps it is unlocked after you have the Cloak factory researched? It would look like an ordinary house, however it would fully populate instantly, and wouldn't show up on the map. Uses: Preventing the usual method of killing a turret by building Decoy house behind them. Blocking off certain pathways Placing one where a key building that was bombed used to be.
