I like the simple "mission statement" but I think from the perspective of a new player what we have doesn't contain enough buzz/flare to get them intrigued. I'd propose something like:
Your goal is to conquer cities who rise to oppose your own. Build and defend your city, and destroy rivals who challenge your position to claim victory!
Build, Defend, Attack are the three CORE actions taking place constantly.
There is usually some initial confusion with this concept because there are two playing modes available:
Mayor will Build & Defend. Commando's will Defend & Attack.
The Mayor has the ability to drive to other cities and attack, but this is not something that happens in normal gameplay because the mayor is constantly re-building buildings destroyed by enemy attackers. If the Mayor does not stay close to the city to rebuild, the city will be orbed)
Speaking of which, orbing is another area of confusion for new players.
You can attack a city and destroy buildings, but to earn points you need to ORB the enemy city by dropping the ORB item on the enemy Command Center building.
Remember that Mayor guy we talked about... well he/she builds the city in such a way to maximize protection of this Command Center so enemies cannot reach it to drop the orb.
If an Orb is dropped on the Command Center, (referred to as CC by players) the city is completely destroyed. All buildings vanish. That city will need to start over.
So yes, I went off-topic a bit here... but the reason is that, the above is what we want to capture in a sentence of two... :)
I applaud your addition because it provides context around the two sentences. It also helps identify the areas that need to be communicated better to new players.

Does this match the original overall vision for the game? Does it still sound fun and engaging?
