This is essentially "If you get your Agility high enough, you get upper hand on combat TC for free". This avoids applying mods to turn order. Related discussion

Question for clarity on this:

How does upper hand on combat TC benefit the player? So far I've assumed all combat TCs are theoretically equally viable options since it's a range rather than a threshold.
