Add 0,1 Minor Powers, Passive PP Power, and add term Effective DR to PGF #181

In this PR I...

[X] Added two Passives that allow for a gain of PP without buying a Power
[X] Added Minor Powers that have an effect for 0 PP and an effect for 1 PP
[X] Added the Effective DR term to PGF in a new section
[X] Updated CHANGELOG to represent release of 1.0.0a5 on 2023-04-02

Open to feedback about the wording/structure of any of the Powers, and looking for feedback and suggestions on ways we can best include Effective DR. This draft PR reflects my initial thoughts/attempt.
