Per discussion in Discord with Broz and Lock, having unarmored characters at a 4 AR makes them auto-hittable by any creature with a +2 to hit. Instead, we should have Base AR be 3, with the only two ways to decrease AR being Armor or Agility/2.
Example
Brutus has Heavy Armor, which is 3 on the table. His AR is 0.
John has Medium Armor, which is 2 on the table. His AR is 1.
Judith has Light Armor, which is a 1 on the table. Their AR is 2.
Syl has +2 Agility, which grants a 1 bonus to AR. Their AR is 2.
Questions to resolve
If we allow there to be three tiers of Armor, Light, Medium, Heavy, this would end up giving Heavy Armor an AR of 0, which means a creature with a +1 can only hit 25% of the time. Creatures with a +3 would still hit at a DR 3 = 55% of the time. We can balance the enemies/encounters with this math in mind, but we'll want to make sure we're OK with Defenders gaining access to Heavy Armor to hit AR 0.
Possible solve is to make a Strength requirement for Heavy Armor being a +3, which is only available after a player hits level 3 and puts significant point investment into Strength, since at level 1 and 2 most creatures will have +0, +1 or maximum +2 to hit.
