I would agree with this. Opens up the opportunity for character creation to have something to nullify this effect. Perhaps as a passive ability or a background/race ability?
I like the idea of a Passive being relevant to this, similar to other game systems, and infusing the below options into those.
Add a mechanic for moving through something challenging
When creatures have the Frozen Status Condition their movement speed is reduced in half. We can leverage the same mechanics here.
Proposed Mechanic
When navigating through Challenging Terrain, creatures movement speed is reduced by half. All Agility Checks are made with the Lower Hand.
