Make two_arm_covariate_designer capable of showing Freedman bias (if it isn't already!)

I was going back through issues and realized I couldn't figure out what this was referring to. Turns out there was a very old branch that had covariate_designer sitting in it for months and no one had PR'd it. Going to merge now -- is there anything else like this potentially lurking in the various branches @macartan @medinali @clabima ?

I think nothing lurking regarding covariate designer, but in terms of other lingering designers I plan to PR block_cluster_factorial and continuous IV this week.
