As a developer, I need to create the apps reusable resources so that further pages can be developed

Acceptance Criteria

Base html created
Static resources created

Tasks

[ ] Create root template directory
[ ] Create base.html (HTML and block tags is enough - does not need nav footer ect)
[ ] Create static folder with sub directories css, images and js
[ ] Create style.css and link to base
