Community Guidelines #6

One of the requirements for JOSS publication is the presence of clearly stated Community Guidelines

Are there clear guidelines for third parties wishing to 1) Contribute to the software 2) Report issues or problems with the software 3) Seek support

This could be added to a section in the README - feel free to inspire yourself from the astropy stuff :) This should be a quick fix


This issue is part of the current JOSS-review of whampy ( #1940 )

I am planning to add a section to the README like the following. I believe this will satisfy those requirements. I previously had some brief text on the repo's "Wiki" page but see that it isn't very clearly located. I added a couple issue templates to assist with the reporting process as well.
