Whenever SCP-035 possesses somebody he gets only a level 0 keycard. I was told he is supposed to get the one of the person he possesses. This does not matter for most things as you can use the vents to get around however it completely prevents you from turning on RDC unless you get really lucky and find somebody with a keypad cracker.
