Adding test for seg stats and setting up workflow to run on KVM local runner

• Added test case to compare aseg stats to reference stats with adjustable tolerance
• Setting up workflow to run on KVM local runner

In order to work, the workflow requires:

• A local runner for this repository to be set up and running on KVM local machine
• Environment Variables to be set up in the local runner according to workflow
• Docker
• Go
• Singularity
