Use OxygenXML project to declare our DTDs centrally, to avoid relative reference

Our .dita files use relative references to the DTDs.

There is the potential for future trouble if a user copies/pastes a class file to another folder in the structure.

Once we have adopted an OxygenXML project, I'd like to be able to use system references in the DITA files.

I guess we need to declare them as public files somehow?
