Right now, @brahnavank - I'd like to avoid the complexity of the private instance of DITA-OT, if we can.

For now, I can live with the fragility of the hard-coded DTD paths. It's one authors are working with the content that we'll need to resolve it.

So, I'm going to close this PR. The PR will still contain the steps representing the effort you have invested - so we can come back to it when the time is right.
