Add `related links` to country (category) #75

The category files support a list of quick-links, where the author specifies related content of interest.

Some category files also have a large link beneath the list of classes.

[ ] Ian to come up with some mock content for this
[ ] Update schema to allow these new features.

For this @brahnavank - could you modify class_list so that it can take a set of related pages, and then modify france.dita so that it includes links to fr_cooling and fr_power please?
