For many nations, the country folder includes a file called BlankXX_XX.html. We don't generate DITA versions of these, since they are never linked to.
When we are identifying random files in the source folder. we should omit files that begin with Blank and end with .html.
This should not count as one of the 5, but we should move onto another candidate source file.
Update: this morning I was thinking "hah - this must be evidence that a Blank file is being linked to. No, it's the opposite. We're choosing files at random, not those we know are used.
We could take the random file from the shopping list - but I think the current strategy is acceptable.
