Code new command that actuates the intake down and runs it indefinitely #40

It should be a new command. Use one of buttons 1-3 on the manipulator to run it. Keep the button that toggles the intake. Switch running the shooter outward to button 1 for now.

Also make sure ManualControlMechs has requires statements for all the mechanisms.
