Outreach mode #106

This is the mode that kids at outreach events will drive in. It disables Climbing, Toggling Actuator Rails, moving backwards after grabbing hatch panels, and limits the maximum speed and acceleration.

Looks like this includes a bunch of changes that were made to dev on the drivers station but not pushed. Let's get those pushed separately before reviewing the outreach mode changes.
