Look into CANCoder update rates #50

Based on the same information as #49 and DeepBlueRobotics/RobotCode2023#33, we should check if the CANCoder update rates are a problem for the current robot code. I think this has to be done in Phoenix Tuner.

It looks like the default rate is 10ms which should be fine
