Implement ApplyRotaryEmb fallback
Fix _force_fallback when failing to import cpp_extensions, which is necessary when using both DEEPLINK_EXT_FORCE_FALLBACK and a torch_npu branch that is temporarily checked out with compiled cpp_extensions.
