refactor(dipu): partially clean cmake #883

这个 PR 是以前的 #646 的拆分和延续，主要包含部分 CMake 脚本重构：

将部分变量移到 cmake 脚本之外
删除一些不再使用的、或者没有效果的变量定义
重命名部分变量
将部分设置、属性从全局的，修改为 target 的
