Bug fix of fetching configs in quantize operation #61

This is from Tan, Xinlong of group 15 who working on RL in MixPrecisionPTQ. In previous version, mase cannot fetch correct configs by type/name in .toml but only get default configs to run the quantize pass .

Hi, we found there is a bug the yml files that stop CI running from forked repos. It has now been fixed and merged into the upstream. Could you merge the main branch of the upstream into this PR which should trigger the CI properly?

Never mind, PR. I find there is no bug. I misunderstand the module, sorry for bothering.
