Add P2 + B3 element #273

The bubble enriched Lagrange page has P1 + B3 and P2 + B4, but not P2 + B3

Hi, thanks for the great website and opening this issue. In the meanwhile before this gets updated, do you know where I can find a derivation of the P2+B3 basis functions?
