Free Tier Support #716

If I just have a simple service, it would be cool if I could deploy it with something like --mode=free-tier. If that could work across clouds, that would be awesome, and then throw an error if it's not possible.

They can already deploy to free Playground. Can you provide more context @raphaeltm ?
