Talked about in this Reddit thread, I experienced myself too.

According to linked comment, this is due to MenuThemeName and HUDThemeName being set to "COPS" instead of "Cops"

I'll add that I got this despite the fact that I ticked the option for having vanilla color themes, as opposed to Cops which I believe is what Transcended uses.

Oh, the linked comment is by Defaultplayer001, oops. I guess he's aware of the issue.

The wrong color is still a problem though.
