Create monitoring tooling for new Osmosis releases and message behavior #531

We have a need to monitor the indexer codebase for new Osmosis releases and behavior and report when changes occur.

This could take the form of:

  1. Internal cosmos-tax-cli tooling that keeps track of new message types or updated message type behavior
  2. External tooling that monitors for new Osmosis releases
