This issue may be relevant to both managed and non-managed sites, but we can definitively say that rendering these expired certificates in a managed site is Not a Bug™. We only send new configs down when necessary (i.e. config values have changed or new certificates are active.) When a certificate is expired it will rotate away naturally on the next config update.
