Move nebula docs to /docs #60

In preparation for moving the nebula docs from docs.defined.net/nebula to nebula.defined.net/docs, this sets up docusaurus to serve the docs under /docs rather than at the root, and redirects from the root to /docs as well.

I think we'll have to do a bit of an Indiana Jones when it comes time to merge this, since it will break our current docs site until we can change the redirects in https://github.com/DefinedNet/docs.
