typescript-bot doesn't factor in draft time for PR activity #426

I kept https://github.com/DefinitelyTyped/DefinitelyTyped/pull/55468 as a draft for a week and a half, then opened today. @typescript-bot now thinks it's been open for 12 days and inactive 😄
