Require maintainer approval to add package.json dependencies #438

Companion to https://github.com/microsoft/DefinitelyTyped-tools/pull/432. Don't ignore package.json dependencies: Require maintainer approval to merge added package.json dependencies (this PR) --- don't require it to run the CI on added package.json dependencies (https://github.com/microsoft/DefinitelyTyped-tools/pull/432).
