[Enhancement] GameStages support #4

Playing SevTech ages currently and am now in age 3, but the tips it shows me are either very general or age 0 type tips. It would be really cool if Just the Tips supported gamestages so that new tips could be shown in the appropriate stages. Since this mod has been in a kind of limbo for a while now, I am going to make an addon which will allow you to control this feature.
