Still says so for me even with older versions. and i can't make normal mapping

Your link has the same instructions as given here. I've had the same problem
and fixed it myself now:
1. Don't copy the normalmap.exe to the plugins folder, paste it with the dlls
into the GIMP 2/bin directory
2. Run GIMP 2
3. You can find it at Filters/Map as "Normalmap"
The 3d Preview doesn't work for me, but I can finally do normal maps now. If
you wanna check if the plugin is installed, go to "Help/Plugin browser" and
look for "Normal" and you're lucky if you find the "Normalmap" plugin.

Actually this procedure works:
1.Download gimp-normalmap-win32-1.2.2.zip
2.Extract normalmap.exe to GIMP plugins directory. Usually this directory is
located at "C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins". Then extract the
3 .dll files contained in the archive to your GIMP bin directory. This
directory is usually located at "C:\Program Files\GIMP-2.0\bin
3. Click on normalmap.exe application installed in the GIMP plugins directory.
But dont click on normalmap.exe, just open up gimp, import or open your image
and then go to filter --->Map -----> Normalmap
and the normalmap option should be listed in the menu.

The 3d Preview doesn't work for me either. I followed the txt file
instructions. My guess is the exe file has a designated location to file the
"missing" dll file. If your installation isn't at the default location, (which
the exe file expects it to be,) then it won't find the dll file and gives the
missing file error message.
(This is only speculation on my part as to the reason the 3d preview doesn't
work.)

I know this thread is years old, but I'm still having this issue. I've tried
manually installing both the 32-bit and 64-bit (Though I noticed the 64-bit
version of the files are still listed with the 32 number). Any suggetsions?
