[Bug] rsyslogd needs wrapper #12

rsyslogd needs a wrapper to remove old pid files

also it should cleared on build - which prevents currently the start of rsyslogd

I implemented the changes from the devel branch for rsyslogd in my container, and the rsyslogd error is now gone!
