Setup github CI - Githubissues

I configured CI for the project in the following configuration:

the workflow is triggered for main branch and all the PRs targeting it
OS: ubuntu-latest
has 2 steps:
- build and run tests
- run linters (fmt + clippy)
cache key: ${{ runner.os }}-cargo-${{ hashFiles('**/Cargo.lock') }}-rust-${{ hashFiles('**/rust-toolchain*') }}
cache is populated by the build step on main branch only
