feat: agreement negotiations process #8

This is the Negotiations part of the process. Implements the following possible scenarios:

  1. consumer requests -> consumer revokes
  2. consumer requests -> ip accepts
  3. consumer requests -> ip proposes a new payment plan -> consumer rejects
  4. consumer requests -> ip proposes a new payment plan -> consumer accepts

Consumer secures a deal with a deposit equal to cost of the last installment of a payment plan.
