Please provide any additional information below.
Pls enable the population size for population class to able to access, like 
MutationRate and CrossOver rate. So that I can amend the population size on the 
fly.

Added Population.Resize() method which allows to resize genetic population 
during its lifetime.

Committed in revision 1269. Will be released in version 2.1.3.
