Follow the API definition YAML file in root directory to create an API using FastAPI

Done:

API exactly follows the definition, if any changes need to be made, ensure the definition is updated
API accepts appropriate parameters and outputs a single float being the predicted air quality
having a placeholder result for the model's prediction is okay
