I would change the page layout a little, creating an extra div with fixed length and containing the header (column names and number of items to visualize). What you might do is also disabling the tabs and adding an extra entry in the column containing the table header (look at the div containing only "Downlink" in the main layout).
In this way, we can scroll the tab done but keep seeing the header of the column.
I would also disable the pop-out buttons as this is already a self-standing page.
