Handle venv localized testing with Mage.
Add ansible-test to pre-commit configuration.
Remove alert on readme for being pre-release. 🎉

@andrii-zakurenyi this is ready for your approval. Please take a look. I also got the ansible-test to run in what I think is a venv driven approach + docker still in local tests. I left the original commands alone since github actions will run it with the matrix style build anyway.

There are github actions for publishing collection, but we can knock that out once certification is complete. Cheers
