[Feature Request] Inline Volume Changers for Pipe Emulation

I haven't really gotten into the half and quarter volume fluid systems in the pipe emulation mod on account of the rather bulky conversions requiring multiple refineries only to pump it to a different set of refineries. I would like to see inline equipment for changing fluid volumes perhaps specialized variations of the pump that can simply be strapped to an existing pipeline to do the converting preferably with something possessing multiple input and outputs for consolidation of fluids. Right now volume changing for fluids simply takes up too much space for it to be practical in most situations and we need a dedicated converter that is much smaller than a full refinery for this to be practical

I like this idea. Even if it's not a pump, a small-ish building would be nice (like a packager? Just with 2 fluid inputs and outputs maybe, so it could actually take 2 full pipes and output 1 full 2xPipe?)

Edit: The compression can actually be done by the packager already. So that's way more compact than a refinery!
