Windows theme not restored completely

What steps will reproduce the problem?
1. Include Vcl.Styles.Hooks.pas into project.
2. Switch style to non-Windows theme, like Carbon.
3. Switch style back to Windows theme.

What is the expected output? What do you see instead?
Windows theme completely restored.

What version of the product are you using? On what operating system?
In many standard components the background colors aren't restored, but remain 
from the carbon theme.

Please provide any additional information below.
Seems to be depending on including Vcl.Styles.Hooks.pas. Removing that from the 
project and the windows theme is restored completely.
(Though now there are many other properties not themed fully, like highlight 
selection colors.)
