This error appears when NSIS (http://nsis.sourceforge.net) is not installed,
are you install NSIS before to try to install the plugin?

value of the next windows registry key HKLM
"SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\NSIS" "InstallLocation"

It seems which you are using a third party version of NSIS
(http://www.scratchpaper.com/) . Only the official release is supported for now.

NSIS 3.0+ supports unicode adding the "Unicode true" to the script.
